Many players get so hung up on finding the right frost mage rotation to maximize their dps. Most of them tend to forget that the whole point of the frost spec is for utility purposes not max dps. If you are looking to max your mage dps you will not do it using a frost mage rotation. Arcane is the spec that does the most single target dps, followed by fire and lastly frost.

The frost spec is meant to do a moderate amount of damage while increasing your survivability tremendously. It would be easy to pin down an arcane rotation for you because all that spec is meant for is straight dps. A rotation is a set order of abilities that never changes and it is next to impossible to achieve while using the frost spec.

Basically what i'm telling you is the best frost mage rotation for you to use would be no rotation at all. You must do whatever dps and crowd control that you can while keeping yourself at a distance and alive to accomplish your role as a frost mage.
